There’s a spring inside the mechanism, so as the propane is used and the canister gets lighter, it gets lifted up, which then moves the indicator so it points at a different icon. For example, when the canister is full and sitting low, it points to the full icon. When it’s empty, it sits higher up and points to the empty symbol.
